Job Summary

The Finance Support Service Manager supervises and coordinates the accounts payable, payroll and supply/purchasing functions to ensure the availability of timely and accurate information and supplies and/or services. Performs and oversees a wide variety of administrative, fiscal and technical activities to ensure the efficient operation of the support service departments and the integration of department services.

Essential Functions

  • Ensures that individual employee time is reported, recorded, and processed accurately for the preparation of payroll checks.
  • Maintains authorized payroll records and files.
  • Ensures the timely filing of all internal and external payroll reports and information requests.
  • Interprets and applies payroll laws and regulations and incorporates them into payroll procedures.
  • Ensures the proper computation and payment of employee hours, payroll wages, and payroll taxes.
  • Responds to auditor inquires.
  • Acts as system administrator for payroll system.
  • Acts as a resource in payroll issue resolution.
  • Provides assistance to employees with payroll issues.
  • Processes monthly, quarterly and annual tax returns.
  • Accumulates time and processes payroll bi-weekly.
  • Scans and track scheduled and unscheduled absences.
  • Track licensing and education records.
  • Prepares and distributes W-2’s annually.
  • Assists in reviewing and maintaining compensation related policies and procedures.
  • Monitors status of all associates to ensure accurate benefit qualifications.
  • Creates ID Badges
  • Manage the Electronic Data Interface invoice: enter, code, post, print and mail.
  • Coordinates the processing of all bills incurred by the hospital while maintaining control procedures to ensure that only authorized payments are made.
  • Ensure that disbursements are made on a timely basis so that discounts may be taken.
  • Work with vendors to resolve issues.
  • Identifies match reference problems and works closely with Materials Management to resolve.
  • Manages group purchasing contracts and works with vendors to obtain the best pricing and to ensure compliance with discount requirements.
  • Maintains a filing system for retrieval of invoices from staff, management, vendors and the government (for cost report audit purposes).
  • Verifies employee expense submissions.
  • Responsible for maintaining supply inventory levels within the department storeroom.
  • Receives all materials ordered by hospital personnel.
  • Receipt of merchandise is documented appropriately and prepares all non-stock merchandise for transport to requisitioning department.
  • Prepares purchase orders, electronically receives supplies in the Healthland system and enters invoices.
  • Accepts, documents and processes all phone and written requisitions from departments.
  • Ensures accuracy of stock inventory by monitoring it monthly.
  • Maintains current contracts for best pricing.
  • Prepares and maintains weekly, monthly and annual reports.
  • Conducts cycle and annual inventory.
  • Maintains confidentiality and demonstrates respect to all customers.
  • Demonstrates and actively promotes an understanding and commitment to the mission of Morrison Community Hospital.
  • Maintains a working knowledge of applicable Federal, State and Local laws and regulations.
  • Develops computer reports; queries as requested, and assists director as needed.
  • Maintains confidentiality at all times.
  • Performs clerical assistance as needed.
  • Maintains knowledge of equipment and continuously learns new technology and is able to trouble shoot equipment, report malfunctioning equipment and ensure its repair and return to service.

Qualifications

  • High school diploma with bookkeeping courses required.
  • Two years additional education in accounting or human resources at the business level is desirable.
  • Healthcare experience preferred.
  • Requires a minimum of two years experience in payroll processing.
  • Must have knowledge and understanding of wage and hour laws.
  • Must be proficient with calculator.
  • Must have proficiency with personal computers and spreadsheet software.
  • Must have numerical ability required to mentally perform rapid and accurate arithmetic computations.
  • Must be able to carry out defined procedures and duties under specific instructions.
  • Must be comfortable operating in a collaborative, shared leadership environment.
  • Must possess a personal presence that is characterized by a sense of honesty, integrity, and caring.
